Problem:

Before the center was launched, investors mainly relied on the Ministry of Commerce platform to issue a commercial registration, but they faced several challenges:

  1. Multiple entities involved: After getting the commercial registration, investors still had to visit other platforms (e.g., Ministry of Municipal Affairs, Social Insurance, Zakat & Tax Authority, Civil Defense…) to complete other permits.

  2. Lengthy procedures: The process was complex and took longer because of different requirements from various entities.

  3. Lack of clarity in the investment journey: Investors had no clear end-to-end view of the steps required.

  4. Unaligned systems: Each entity had its own system, forcing users to upload the same documents multiple times.

  5. Low flexibility: Even a small mistake in the application could restart the entire process.

Solution :

A unified platform (Business.sa) now covers all entities.

  • Investors can issue the commercial registration, municipal licenses, social insurance, and tax registration all in one place.

  • The investment journey is clear and simplified end-to-end.

  • Time and cost of starting a business have been significantly reduced.

Challenge :

Multiple Investment Journeys

  • Each economic activity (industrial, commercial, medical, tech, etc.) has different requirements.

  • The challenge was to build a flexible and dynamic user journey that adapts based on the chosen activity without confusing the investor.

  1. Integration of Government Systems

    • Each government entity (municipality, tax authority, social insurance, civil defense…) had its own UX and processes.

    • The challenge was to unify the interfaces so the user feels it’s one single platform, not a mix of different systems.

  2. Reducing Steps and Repetition

    • Users previously had to upload the same documents multiple times.

    • The team had to create solutions for data reusability and auto-fill to minimize user effort.

  3. Simplicity vs. Complex Regulations

    • Regulations and procedures are highly complex.

    • The challenge was how to present them in a simple and user-friendly way that investors can easily understand.

  4. Clarity of Application Status (Transparency)

    • In the old system, investors couldn’t clearly track their progress or know which entity was currently handling their request.

    • UX teams had to design a clear progress tracker to bring transparency and peace of mind.

  5. Unified Language and Tone

    • Different entities used technical or legal jargon.

    • The challenge was to establish a consistent and simple language that both local and foreign investors could understand.

  6. Accessibility

    • The platform serves a wide range of users: young entrepreneurs, foreign investors, and even those with limited digital skills.

    • The challenge was to design a platform aligned with global accessibility standards.

Summary :

The main UX challenge in developing the Saudi Business Center platform was transforming a complex, multi-entity process into a seamless digital journey. Designers had to unify different government systems, reduce repetitive steps, simplify legal procedures, ensure transparency with clear progress tracking, and use a consistent, user-friendly language accessible to both local and foreign investors.
